The Quality Care Community QCC is a partnership forged between nursing home labor and management committed to improving quality of life for residents and staff. The QCC provides a medium for senior-level leaders, frontline workers, supervisors and executives- representing both union and management- to come together to jointly problem-solve around difficult issues facing the long-term care industry, such as staffing, clinical care and fiscal constraints. Conceived in as part of the CBA between the Association of Voluntary Nursing Homes and SEIU, the QCC works to transform nursing homes into more homelike spaces where residents and staff alike have choice and control over their day-to-day activities.

QCC offers day, evening, and online classes and over degree and certificate programs.
The priority of the funds are for ELC settings serving children with high needs with first priority for infants and toddler programs and providers. For the first time, this block grant has been expanded to also allow participation of non-California State Preschool Program CSPP settings serving preschoolers, especially those with high needs. The goal is to increase quality across the continuum of ELC settings ranging from family, friend and neighbor FFN to licensed family homes and centers. The California Department of Education CDE envisions that a local consortium will use the QRIS Block Grant to support local early learning programs and increase the number of low-income infants and toddlers in high quality early learning programs.
